The Scottish Ministers, in exercise of the powers conferred by sections 17(4) and 34(2) and paragraph 11 of schedule 1 to the Education (Additional Support for Learning) (Scotland) Act 2004(1) and of all other powers enabling them in that behalf, and after consultation with the Council on Tribunals and its Scottish Committee in accordance with section 8(1) and (3) of the Tribunals and Inquiries Act 1992(2), hereby make the following Rules:
