The Lords of Council and Session, under and by virtue of the powers conferred by section 5 of the Court of Session Act 1988(1) and sections 108 and 114 of the Adoption and Children (Scotland) Act 2007(2) as modified and applied in relation to parental orders under section 54 of the Human Fertilisation and Embryology Act 2008(3) and applications for such orders by regulation 4 of, and Schedule 3 to, the Human Fertilisation and Embryology (Parental Orders) Regulations 2010(4) and of all other powers enabling them in that behalf, do hereby enact and declare:
