The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 76F(5) to (8), 76J, 101(1) and (1A) and 109(1) of the Water (Scotland) Act 1980(), section 47(2) to (4) of the Local Government in Scotland Act 2003(), section 2(2) of the European Communities Act 1972(), and all other powers enabling them to do so.
