60On an application for the transfer of a licence under this Act the licensing authority shall not refuse to transfer the licence except on the grounds—
(a)that the person to whom the licence is proposed to be transferred is not a fit and proper person to be the holder of a licence under this Act;
(b)that, if the licence were transferred to that person, the club specified in the licence would be managed by, or carried on for the benefit of, a person (other than the proposed transferee) who would himself be refused the grant of a licence under this Act on the grounds that he is not a fit and proper person to be the holder of such a licence; or
(c)that any duty payable by the proposed transferee under section 13 . . . F1 of the M1Finance Act 1966 [F2or section 2 of or Schedule 1 to the M2Finance Act 1970][F3or section 13 of or Schedule 2 to the M3Betting and Gaming Duties Act 1972 [F4or section 14 of or Schedule 2 to the Betting and Gaming Duties Act 1981]][F5or any bingo duty payable by him . . . F6] remains unpaid.
