(7)Before F4... issuing any certificate under this section in relation to any matter the Secretary of State shall consult the Authority and the companies, if all three of them are affected by that matter, or, if only two of them are affected by it, shall consult those two; and on F4... issuing any certificate under this section the Secretary of State shall send a copy of it to each of those bodies which is affected by it.
