45Offers to serve as officers of reserve
Her Majesty may, upon such terms and conditions as She thinks fit, accept the offers to serve as officers of reserve to the Royal Navy of—
(a)any persons who have been or are masters, mates, or engineers of ships in the merchant service of the United Kingdom, or of other British ships not belonging to Her Majesty ; and
(b)any other persons whom the Secretary of State may recommend.
