Section 21 provides for commencement of the provisions in the Act. With the exception of Sections 20(2) to (7) and 21 to 23, the provisions of this Act come into force on the days appointed by the Secretary of State by regulations. Sections 20(2) to (7) and 21 to 23 will come into force on the day on which the Act is passed.
