Explanatory Notes were introduced in 1999 and accompany all Public Acts except Appropriation, Consolidated Fund, Finance and Consolidation Acts.

Section 36 provides for the commencement of the provisions in the Act.
Sections 35, 36 and 37 come into force on the day the Act is passed.
Sections 1 to 5, 18 and 26 to 33 and 34 come into force two months from the day on which the Act is passed.
The remaining provisions of the Act come into force on a day (or days) to be appointed by the Secretary of State in regulations.
