Section 35(3) provides for section 35 to come into force on Royal Assent. The regulation-making powers in sections 7 and 13 also come into force on Royal Assent. Section 16 comes into force two months after Royal Assent. The remaining provisions will be brought into force by commencement regulations made by the Secretary of State (section 35(5)).
