The Secretary of State for the Environment, in exercise of the powers conferred on him by section 43(2) and (3) of the Local Government Act 1974 and of all other powers enabling him in that behalf, hereby makes the following order:—
1. This order may be cited as the Local Government Act 1974 (Commencement No. 3) Order 1978.
2.—(1) The Interpretation Act 1889 shall apply for the interpretation of this order as it applies for the interpretation of an Act of Parliament.
(2) In this order, “the Act” means
3. The following provisions of the Act, namely in Schedule 8, the entries relating to:—
(a)section 97 of the National Parks and Access to the Countryside Act 1949,
(b)section 9 and 12(a) of the Rating Act 1966,
(c)section 8 of the Local Government Act 1966, and
(d)sections 33 to 36 of the Countryside Act 1968
shall come into operation on 1st April 1979.
4. Nothing in this order shall affect the payment of any instalment payable after 31st March 1979 of a grant under section 8 of the Local Government Act 1966 of which at least one instalment was paid before 1st April 1979.

Section 43(2) of the Local Government Act 1974 provides that the provisions of the Act specified therein shall come into operation on such day as the Secretary of State may by order made by statutory instrument appoint. This order brings into operation on 1st April 1979 the remaining provisions of the Act which are not yet in force. These relate to the repeal of certain enactments specified in Schedule 8 to the Local Government Act 1974.
