The Secretary of State for Transport in exercise of the powers conferred by sections 147 and 157 of the Road Traffic Act 1972, and now vested in him (1), and of all other enabling powers, and after consultation with representative organisations in accordance with the provisions of section 199(2) of that Act, hereby makes the following Regulations:—
1. These Regulations shall come into operation on 1st December 1981 and may be cited as the Motor Vehicles (Third Party Risks) (Amendment) Regulations 1981.
2. For paragraphs 1 and 2 in Part 2 of the Schedule to the Motor Vehicles (Third Party Risks) Regulations 1972(2), the following paragraphs shall be substituted:—
“1. Every certificate shall be printed and completed in black on white paper or similar material. This provision shall not prevent the reproduction of a seal or monogram or similar device referred to in paragraph 2 of this Part of this Schedule, or the presence of a background pattern (of whatever form and whether coloured or not) on the face of the form which does not materially affect the legibility of the certificate.
2. No certificate shall contain any advertising matter, either on the face or on the back thereof:

These Regulations amend the Motor Vehicles (Third Party Risks) Regulations 1972 so as to allow a certificate of insurance or security to be printed with a background pattern which does not materially affect the legibility of the certificate.
