In pursuance of the powers conferred by section 7(1) of the Synodical Government Measure 1969 to amend by a resolution of the General Synod the Church Representation Rules, that is to say, the rules contained in Schedule 3 to the said Measure, as amended by the Church Representation Rules (Amendment) Resolutions 1973 to 1981(1) and by the Diocese in Europe Measure 1980 the General Synod hereby resolve that the said rules shall be amended as follows:—

Election and Choice of Members

1.  At the beginning of rule 20(1) and of rule 20(4) there shall be inserted the words “Subject to the provisions of rule 20A,” and after rule 20 there shall be inserted—

Election and Choice of Members in 1982

20A.(1) Notwithstanding the provisions of rule 20(1) and 20(4) (parochial representatives of the laity elected to the deanery synod and persons chosen as mentioned in rule 19(2)(e) or 19(3)(c) shall hold office for a term of three years) those persons elected or chosen in the year 1982 shall hold office for a term of two years only and their successors shall be elected or chosen in the year 1984 and shall hold office for a term of three years.

(2) Any provision in these rules referring to election or choice of representatives to the deanery synod in every third year or referring to a three year term of office shall be construed as an election or choice in the second year or as a two year term of office in respect of those persons elected or chosen in the year 1982.

Election of members of Diocesan Synods by Deanery Synods

2.  In rule 25(1), for the word “September” there shall be substituted the word “August”.

3.—(1) In rule 26(1), for the words “June” and “July” there shall be substituted the words “May” and “June” respectively.

(2) In rule 26(3), for the word “June” there shall be substituted the word “May”.

(3) In rule 26(8), for the word “September” there shall be substituted the word “August”.

Citation, interpretation and commencement

4.—(1) This resolution may be cited as the Church Representation Rules (Amendment) (No. 2) Resolution 1981, and the Church Representation Rules (Amendment) Resolutions 1973 to 1981 and this Resolution may be cited together as the Church Representation Rules (Amendment) Resolutions 1973 to 1981.

(2) Any reference in this Resolution to a numbered rule or Appendix is a reference to the rule or Appendix, as the case may be, bearing that number in the Church Representation Rules, as amended by the Church Representation Rules (Amendment) Resolutions 1973 to 1981 and by the Diocese in Europe Measure 1980.

(3) This Resolution other than paragraphs 2 and 3 shall come into operation on 1st January 1982; and paragraphs 2 and 3 shall come into operation on 1st January 1983.

EXPLANATORY NOTE

This Resolution of the General Synod of the Church of England, which was passed in accordance with section 7(1) of the Synodical Government Measure 1969, makes two amendments of the Church Representation Rules contained in Schedule 3 to that Measure. These changes are:—

1.  Provision is made for those elected or chosen as members of Deanery Synods in 1982 to serve for a term of two years until 1984 instead of a three year term (paragraph 1). This prevents elections to the Deanery and Diocesan Synods taking place in the same year in the future.

2.  The amendment to rules 25 and 26 brings forward by one month the election period of members of Diocesan Synods (paragraphs 2 and 3).
