5. No amount may be met under the provisions of this Schedule—
(a)in respect of housing benefit expenditure; or
(b)where the claimant is in accommodation [F1which is a residential care home or a nursing home for the purposes of regulation 19 (applicable amounts for persons in residential care and nursing homes)], unless his absence from the dwelling occupied as his home in such accommodation is only temporary within the meaning of paragraph 4(8).
