Whereas a draft of the following Regulation was laid before Parliament in accordance with the provisions of section 83(3)(b) of the Social Security Act 1986(1) and approved by resolution of each House of Parliament.
Now, therefore, the Secretary of State for Social Services, in exercise of the powers conferred on him by sections 27, 51(1)(t) and (u), 53, 83(1), 84(1) and 89 of that Act(2) and, as regards the revocations and consequential amendments in the Schedule to this instrument, the powers specified in that Schedule, and all other powers enabling him in that behalf, by this instrument, which contains only regulations made under the sections of the Social Security Act 1986 specified above and provisions consequentialon those sections and which is made before the end of the period of 12 months from the commencement of those sections, makes the following Regulations:—
Section 27 has effect in relation to supplementary benefit by paragraph 2 of Schedule 7; sections 51 and 53 have effect, by paragraphs 1, 3 and 5 of Schedule 7, in relation to supplementary benefit and other benefits under earlier Acts as well as the benefits specified in sections 51(2) and 53(10); section 83(1) provides for section 166(1) to (3A) of the Social Security Act 1975 (c. 14) (extent of powers) to apply to regulation-making powers conferred by the Social Security Act 1986 and section 84(1) is cited because of the meaning ascribed to the words “prescribed” and “regulations”.
