The Secretary of State, in exercise of the powers conferred on him by sections 1 and 5 of the Milk (Cessation of Production) Act 1985(1), and of all other powers enabling him in that behalf, after consultation with the Council on Tribunals under section 10 of the Tribunals and Inquiries Act 1971(2), hereby makes the following Scheme:
