The Secretary of State, in exercise of the powers conferred upon him by sections 13(1)(f) and (3), 14(1) and (2), 15(5), 16(1)(a) and (2)(b), 17(4), (5) and (9)(a), 18(1)(ii) and (3)(a), 20(2)(a)(iii), (4), (5), (9) and (11), 26(1) and 31(2) and (3) of, and paragraph 11 of Schedule 5 to, the Abolition of Domestic Rates Etc. (Scotland) Act 1987(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1987 c. 47; section 26(1) contains a definition of “prescribed” relevant to the exercise of the statutory powers under which these Regulations are made.
