The Secretary of State for Transport, in exercise of the powers conferred by section 43(2) and (6) of the Road Traffic Act 1972(1), and now vested in him (2), and of all other enabling powers, and after consultation with representative organisations in accordance with section 199(2) of that Act, hereby makes the following Regulations:—
1. These Regulations may be cited as the Motor Vehicles (Tests) (Amendment) (No.2) Regulations 1988 and shall come into force on 4th July 1988.
2. The Motor Vehicles (Tests) Regulations 1981(3) shall be further amended in accordance with the following provisions of these Regulations.
3. In the regulations specified in column 1 of the Table below for the amounts specified in column 2 of that Table there are substituted the amounts specified in column 3 of the Table.

4. In regulation 23 (duplicate test certificates), in paragraph (2) for the words “a fee of £7.50” to “same effect as the original test certificate:” there shall be substituted—
“a fee of—
(a)£7.50 in the case of a Class VI vehicle;
(b)£3.96 in the case of a motor bicycle not having a side car attached to it; and
(c)£6.61 in any other case;
shall issue a duplicate marked “Duplicate” and the duplicate so issued shall have the same effect as the original test certificate:”.

These Regulations further amend the Motor Vehicles (Tests) Regulations 1981 so that with effect from 4th July 1988:
(a)the fee payable for the examination of a motor cycle not having a side car attached to it is increased from £7.48 to £7.92;
(b)the fee payable for the examination of any other vehicle (not being a vehicle in Class VI) is increased from £12.52 to £13.22;
(c)the fee for the supply of 100 forms of test certificate is increased from £32 to £37; and
(d)the fee payable for the issue of a duplicate test certificate for vehicles (other than Class VI vehicles) is increased from £1 to—
(i)£3.96 in the case of a motor bicycle not having a side car attached to it, and
(ii)£6.61 in any other case.
