The Secretary of State for the Environment as respects England, the Secretary of State for Wales as respects Wales and the Secretary of State for Scotland as respects Scotland, in exercise of the powers conferred by sections 2(3), 15(7) and 15(8) of the Local Government Act 1988(1) and all other powers enabling them in that behalf, and after consulting such representatives of local government as appear to them to be appropriate, hereby, in the form of a draft which has been laid before Parliament and approved by resolution of each House of Parliament, make the following Order:
