In exercise of the powers conferred on me by section 44 of the Police Act 1964(1), and after consultation with the three Central Committees of the Police Federation for England and Wales sitting together as a Joint Committee, I hereby make the following Regulations:
1. These Regulations may be cited as the Police Federation (Amendment) Regulations 1989 and shall come into force on 2nd May 1989.
2. For regulation 20(2) of the Police Federation Regulations 1969(2) (hereinafter called “the principal Regulations”) there shall be substituted the following paragraphs–
“(2) Federation property and funds held by a central committee shall be vested in three trustees appointed by the committee in question.
(2A) Federation property and funds held by the joint central committee shall be vested in three trustees, of whom each of the central conferences shall have elected one from among the delegates to that conference, appointed by the joint central committee.
(2B) Rules made by the joint central conference may prescribe the term of office of trustees appointed under paragraph (2A) and may provide for the conduct of elections under that paragraph and the filling of casual vacancies among trustees appointed thereunder.”.
3. The three persons appointed by the joint central committee to be trustees of the Federation property and funds held by that committee who hold that office immediately before these Regulations come into force shall be deemed to have been so appointed and to hold office under paragraphs (2A) and (2B) of regulation 20 of the principal Regulations.

These Regulations amend regulation 20(2) of the Police Federation Regulations 1969 as it relates to Federation property and funds held by the joint central committee of the Police Federation for England and Wales. They make it a requirement to continue the existing practice whereby the three trustees include one representative from each of the federated ranks, elected respectively by the constables', the sergeants' and the inspectors' central conference.
