The Secretary of State, in exercise of the powers conferred on him by section 53(1)(b) of the Rent (Scotland) Act 1984((1)), and of all other powers enabling him in that behalf, and after such consultation with the Council on Tribunals as is required by section 10(1) of the Tribunals and Inquiries Act 1971((2)), hereby makes the following Regulations:

1984 c. 58; section 53(1)(b) was amended by the Housing (Scotland) Act 1988 (c. 43), section 48(1).
