The Secretary of State for the Enviroment as respects England, the Secretary of State for Wales as respects Wales and the Secretary of State for Scotland as respects Scotland, in exercise of the powers conferred on them by sections 1(3)(a), 2, 3, 4(6), 5(3) and 6(a), 6(1)(c) and (5) to (7), 8(2) and 9(1) of the Control of Pollution (Amendment) Act 1989(1) and of all other powers enabling them in that behalf, hereby make the following regulations:
1989 c. 14; relevant amendments were made by paragraph 31 of Schedule 15 to the Environmental Protection Act 1990. See the definition of “prescribed” in section 9(1) of the 1989 Act.
