The Secretary of State, in exercise of the powers conferred on him by section 56(1) and (2) of the Finance Act 1973(1), with the consent of the Treasury, and of the powers conferred on him by section 128 of the Finance Act 1990(2), and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
