The Grampian Region (Electoral Arrangements) Order 1993

Made

Coming into force in accordance with Article 1(2)

Whereas under section 17(1) of the Local Government (Scotland) Act 1973((1)) the Local Government Boundary Commission for Scotland on 29th October 1992 submitted to the Secretary of State a report on a review together with its proposals for a change of the electoral arrangements for the Grampian Region;

Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233 of the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:

Citation and commencement

1.—(1) This Order may be cited as the Grampian Region (Electoral Arrangements) Order 1993.

(2) This Order shall come into force on 5th May 1994 provided that for the purpose of all proceedings preliminary or relating to an election to be held on or after that day the Order shall come into force on 10th October 1993.

Interpretation

2.  In the Schedule to this Order–

(a) a reference to–

(i) an electoral division shall be construed as a reference to that electoral division as constituted in this Order;

(ii) a road, footpath, railway line, river, burn or canal shall, where the context so admits, be construed as the centre line of the feature concerned and;

(iii) the boundary or boundaries of a parish is to a line corresponding as nearly as may be to the line of the boundary or boundaries of the parish concerned as already published on Ordnance Survey Maps;

(b) the following abbreviations are used:–

“ED” for Electoral Division; and

“grid reference” for National Grid Reference as published on Ordnance Survey Maps.

Change of electoral arrangements

3.  The existing electoral divisions of the Grampian Region shall be abolished and the said Region shall be divided into fifty-seven electoral divisions having the names, contents and boundaries set forth in the Schedule to this Order.

4.  The boundaries of the electoral divisions constituted by this Order shall be defined and mered by Ordnance Survey.

Revocation

5.  Without prejudice to its continuing in effect for the purposes of defining the electoral divisions prior to the coming into force of this Order, the Grampian Region (Electoral Arrangements) Order 1978((2)) is hereby revoked.

SCHEDULE DESCRIPTIONS OF BOUNDARIES OF ELECTORAL DIVISIONS FOR

Electoral Division 1: Elgin North-East

Commencing on the River Lossie in line with the eastern boundary of Quarry Wood, Elgin; then due northward in a straight line to and southeastward and northeastward along the northern boundary of Quarry Wood to the unclassified road past Woodside Stud; then continuing northeastward crossing the said road to and along the track at the northern boundary of the woodland southeast of Woodside Stud to and southeastward along the B9012 road to the northern boundary of Spynie Hospital; then northeastward along the northern boundaries of Spynie Hospital, Bishopmill Quarries and the property known as Woodlands to the track leading to Covesea Road; then continuing northeastward along the said track, passing to the west and north of the properties at the junction with Covesea Road, to and southeastward along Covesea Road to the northern curtilages of properties on the north sides of Argus Place and Esmonde Gardens; then northeastward along the said curtilages to and northward along the rear curtilages of adjoining properties on the west side of Lossiemouth Road to Lossiemouth Road; then northward along Lossiemouth Road to the line of field boundaries leading eastward from grid reference NJ 2183 6479 and passing immediately to the north of Muir of Linksfield; then generally eastward along the said field boundaries to and southward along the access road to Spynie to the unclassified road leading past Linksfield Crossing and Wester Calcots; then generally southeastward and southward along the said road and its prolongation in a straight line to the northern boundary of Kirkhill Wood; then generally southeastward along the northern and eastern boundaries of the said wood to and westward along the River Lossie to its confluence with the Burn of Linkwood; then generally southwestward along the said burn to the bridge carrying the Keith to Elgin railway; then westward along the said railway to where it is crossed by New Elgin Road; then northwestward along New Elgin Road, Moss Street, Commerce Street, Lossie Wynd and continuing in a generally northwestward direction to and along the line of the unnamed 19footpath to the former Bishopmill Bridge over the River Lossie; then generally westward along the said river to the point of commencement.

Commencing on the southern boundary of ED 1 (Elgin North-East) on the River Lossie in line with the eastern boundary of the property known as Gallowhill; then generally eastward, southeastward and eastward along the said ED boundary to where the Keith to Elgin railway is crossed by the unclassified road leading southwestward to Linkwood Road; then generally southwestward along the said road to and westward along Linkwood Road to Thornhill Road; then southwestward along Thornhill Road and Birnie Road to its junction with Sandy Lane; then southward to the track along the eastern margin of Mayne Wood; then northwestward along the said track until due west of the Hardhillock Golf Clubhouse; then due westward in a straight line to and northwestward and southwestward along the western margin of Mayne Wood to the line of field boundaries leading southwestward from the southern end of the access road past Mayne House; then continuing southwestward along the said field boundaries to the River Lossie; then generally northward along the River Lossie until due south of the property known as Norriston at the western end of Bruceland Road; then due northward in a straight line to and eastward along Bruceland Road to the eastern boundary of the property known as Gallowhill; then northward along the said boundary to the point of commencement.

Commencing at the junction of the western and northern boundaries of Grampian Region and Moray District; then generally eastward along the northern boundary of the said region and district to the mid-point of the entrance to Findhorn Bay; then southeastward to due north-east of the property known as Netherton; then generally southwestward, southeastward and eastward to near where the unclassified road from Mill of Grange crosses the Inverness to Aberdeen railway line; then generally southeastward along the western curtilage of the property known as Tigh-Na-Maia to the slip road off the B9011; then southwestward along the B9011 and then generally southeastward along the track leading to Tigh-Na-Maia to and westward along the A96 (T) road to the track leading southeastward and southwestward to the northern boundary of Muiryshade Golf Cour se; then southeastward and southwestward along the said track to the western boundary of Rafford parish and continuing generally westward, southward, and eastward along the said parish boundary to and continuing generally southward along the eastern boundary of the parish of Edinkillie to the western boundary of Grampian Region and Moray District; then generally westward and northward along the said regional and district boundary to the point of commencement.

Electoral Division 5: Burghsea

Commencing on the northern boundary of Grampian Region and Moray District at grid reference NJ 1352 6932 on the boundary of ED 4 (Innes-Heldon); then southward and southeastward along the boundary of said ED to and northeastward along northern boundary of ED 1 (Elgin North-East); to and generally northward along the boundary of ED 4 to the northern boundary of Grampian Region and Moray District; then generally westward along said boundary to point of commencement.

NOTE: ED 5 includes islands in the parishes of Duffus and Drainie

Electoral Division 6: Buckie

Commencing on the northern boundary of Grampian Region and Moray District at the mouth of the Burn of Tynet west of Portgordon; then generally southward along the said burn to its junction with a track leading from Auchinharlrig to the A942 road; then eastward to and continuing generally eastward along the A942 road to its junction with an unclassified road at the property known as Carnoch; then generally northwestward and northward along the said unclassified road to its junction with the B9020 road; then continuing northwestward to the corner of the retaining wall at Mean High Water Springs; then northwestward to the northern boundary of said region and district; then generally westward along said northern boundary to the point of commencement.

Electoral Division 7: Rathford-Lennox

Commencing on the northern boundary of Grampian Region and Moray District at the eastern boundary of ED 4 (Innes-Heldon); then continuing generally southward along said ED boundary to the southern boundary of the parish of Speymouth; then generally eastward along the southern parishes of Speymouth, Bellie and Rathven to the eastern boundary of Grampian Region and Moray District; then generally northward along said eastern boundary to the northern boundary of said region and district; then generally westward along said northern boundary to the eastern boundary of ED 6 (Buckie); then generally southward, westward and northward along the eastern, southern and western boundaries of ED 6 to the northern boundary of said region and district; thereafter westerly along the northern boundary of said region and district to the point of commencement.

Electoral Division 8: Keith-Strathisla

Commencing on the eastern boundary of Moray District at the southern boundary of ED 7 (Rathford-Lennox) on the northern boundary of Deskford parish; then generally southeastward and southwestward along the said district boundary to the southwestern boundary of the parish of Botriphnie; then generally northwestward along the said parish boundary to and generally westward and northward along the southern and western boundaries of the parish of Boharm to the southern boundary of ED 7; then generally eastward along the said ED boundary to the point of commencement.

Electoral Division 9: Speyside-Glenlivet

Commencing on the western boundary of Grampian Region and Moray District at the eastern boundary of ED 3 (Ernedal); then generally northward along the said ED boundary to and generally northeastward along the southeastern boundary of ED 4 (Innes-Heldon) to the western boundary of ED 7 (Rathford-Lennox); then generally eastward, northward and eastward along the southern boundary of ED 7 to the western boundary of ED 8 (Keith-Strathisla); then generally southward and southeastward along the western and southwestern boundary of ED 8 to the eastern boundary of Moray District; then generally southward and southwestward along the eastern and southern boundaries of the said district to and generally northward along the western boundary of Grampian Region and Moray District to the point of commencement.

Electoral Division 10: Deveron

Electoral Division 12: Lower Deveron and Upper Ythan

Commencing on the western boundary of Banff and Buchan District at the southern boundary of ED 10 (Deveron) at Gariochsford; then generally northeastward along the said ED boundary to and generally southward along the eastern boundary of the parish of Monquhitter to the southern boundary of Banff and Buchan District; then generally southwestward and northwestward along the southern and western boundaries of the said district to the point of commencement.

Electoral Division 13: Mid Buchan

Electoral Division 18: Ugie, Cruden and Boddam

Commencing on the eastern boundary of Grampian Region and Banff and Buchan District at the southern boundary of Banff and Buchan District; then generally northwestward along the southern boundary of the said district to the eastern boundary of ED 13 (Mid Buchan); then generally northward along the said ED boundary to and generally northeastward along the eastern boundary of ED 17 (Fraserburgh South) to the eastern boundary of Grampian Region and Banff and Buchan District north of St Combs; then generally southward along the said regional and district boundary to the northern boundary of ED 15 (Peterhead North); then generally westward along the said ED boundary to and generally northwestward, southward and northeastward along the northern, western and southeastern boundaries of ED 14 (Peterhead South) to rejoin the eastern boundary of Grampian Region and Banff and Buchan District in Sandford Bay; then generally southward along the said regional and district boundary to the point of commencement.

Electoral Division 22: Kintore and Newmachar

Commencing at grid reference NJ 7520 1200 where the northern boundary of ED 21 (South Gordon) meets the eastern boundary of ED 20 (Donside); then generally northward along the eastern boundary of ED 20 to and generally eastward along the northern boundary of the parish of Kintore to the western boundary of the parish of Keithhall and Kinkell; then generally northward and eastward along the western and northern boundary of the said parish to and generally southeastward along the northern boundary of the parish of New Machar to its eastern boundary; then generally southward along the said boundary to the southern boundary of Gordon District; then generally westward and southward along the southern boundary of Gordon District to and generally southwestward, northwestward and westward along the northern boundary of ED 21 to the point of commencement.

This Order gives effect to proposals made by the Local Government Boundary Commission for Scotland for a change to electoral arrangements for the Grampian Region (the Region) as described in the Schedule to the Grampian Region (Electoral Arrangements) Order 1978 (the 1978 Order).

The effect of the proposals is to divide the Region into 57 electoral divisions as described in the Schedule to this Order.

The 1978 Order is revoked by this Order.
