The Secretary of State for Transport, in exercise of the powers conferred by sections 82(2), 83(1) and 84(1)(a) and (2) of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(1), and of all other enabling powers, hereby makes the following Order:
1. This Order may be cited as the North Circular Trunk Road (A406) and A1400 Trunk Road (Waltham Forest and Redbridge) (Speed Limits) Order 1993 and shall come into force on 16th July 1993.
2. In this Order–
“the A406 trunk road” means the London North Circular Trunk Road (A406);
“the A1400 trunk road” means the trunk road in the London Borough of Redbridge known as the Chigwell Road roundabout, Southend Road south-east of the Chigwell Road roundabout and Woodford Avenue, a distance of approximately 2.8 kilometres;
“the main route” means that length of the main carriageways of the A406 trunk road which extends from a point 540 metres west of its junction with Hall Lane generally south eastwards and eastwards to a point 20 metres east of the eastern kerbline of Maybank Road, a distance of approximately 5.7 kilometres;
“A104 eastbound access slip road” means that length of the A406 trunk road which links the A104 roundabout with the eastbound carriageway of the main route;
“A104 eastbound exit slip road” means that length of the A406 trunk road which links the eastbound carriageway of the main route with the A104 roundabout;
“A104 westbound access slip road” means that length of the A406 trunk road which links the A104 roundabout with the westbound carriageway of the main route;
“A104 westbound exit slip road” means that length of the A406 trunk road which links the westbound carriageway of the main route with the A104 roundabout;
“the A104 roundabout” means the roundabout at the intersection of the A406 trunk road and Woodford New Road (A104);
“A112 eastbound access slip road” means that length of the A406 trunk road which links a point 55 metres east of the A112 roundabout with the eastbound carriageway of the main route;
“A112 south-eastbound exit slip road” means that length of the A406 trunk road which links the south-eastbound carriageway of the main route with the A112 roundabout;
“A112 north-westbound access slip road” means that length of the A406 trunk road which links the A112 roundabout with the north-westbound carriageway of the main route;
“A112 westbound exit slip road” means that length of the A406 trunk road which links the westbound carriageway of the main route with the A112 roundabout;
“the A112 roundabout” means the roundabout at the intersection of the A406 trunk road with Chingford Road (A112) and Billet Road (B179);
“A1400 eastbound exit slip road” means that length of the A406 trunk road which links the eastbound carriageway of the main route with the Chigwell Road roundabout;
“A1400 westbound access slip road” means that length of the A406 trunk road which links the Chigwell Road roundabout with the westbound carriageway of the main route;
“the Chigwell Road roundabout” means the roundabout in the A1400 trunk road at its junction with the A406 trunk road and Chigwell Road (A113);
“Hale End Road eastbound access slip road” means that length of the A406 trunk road which links a point 130 metres south-east of the centre of the Hale End Road roundabout with the eastbound carriageway of the main route; and
“the Hale End Road roundabout” means the roundabout at the junction of Hale End Road and Wadham Road.
3. No person shall drive any motor vehicle at a speed exceeding 50 miles per hour on any of the lengths of road specified in Schedule 1 to this Order.
4. No person shall drive any motor vehicle at a speed exceeding 40 miles per hour on any of the lengths of road specified in Schedule 2 to this Order.
5. The Orders specified in Schedule 3 to this Order are hereby revoked.
6.—(1) The London Traffic (40 m.p.h. Speed Limit) (No.1) Regulations 1958(2) shall be varied as follows.
(2) In the Schedule, sub-paragraphs (iv) and (v) of paragraph 1 shall be omitted.
7.—(1) The London Traffic (40 m.p.h. Speed Limit) (No.1) Regulations 1959(3) shall be varied as follows.
(2) In the Schedule, paragraph 1 shall be omitted.
8.—(1) The Road Traffic Act, 1934, (Directions under Paragraph (b) of sub-section (4) of Section 1) (No.2) Order, 1935(4) shall be varied as follows.
(2) In the First Schedule, in Part II, the words–
“North Circular Road, (A.406);
(a)From River Lea, (Lea Valley viaduct), to the junction with Forest Road, (A.503), Walthamstow.”
shall be omitted.
9.—(1) The Trunk Roads (Built Up Areas) (No.5) Order, 1958(5) shall be varied as follows.
(2) In the second Schedule, sub-paragraph (ii) of paragraph 1 shall be omitted.

2. That length of the A1400 westbound access slip road which links the Chigwell Road roundabout with a point 27 metres west of the western kerbline of Mulberry Way.
3. The A1400 trunk road.
