The Secretary of State for Wales, in exercise of the power conferred on him by sections 2(9) and 15(5) of the Local Government Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government Act 1988 (Defined Activities) (Exemption) (Wales) (No. 2) Order 1993 and shall come into force on 1st January 1994.
2. Cleaning of buildings, other cleaning and maintenance of ground, being, respectively, defined activities within section 2(2)(b), (c) and (f) of the Local Government Act 1988, shall not be treated as such defined activities so long as and in so far as they are undertaken by Gwent County Council at Festival Park, Victoria, Ebbw Vale between 1st January 1994 and 1st October 1996.

Under Part I of the Local Government Act 1988, work falling within certain defined activities may be carried out by local authorities only if particular conditions are fulfilled.
This Order exempts from the requirements of Part I building cleaning, other cleaning and maintenance of ground by Gwent County Council so long as specified conditions are met.
