The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by section 143(1) and (2) of, and paragraphs 1, 4, 5, 6, 8, 11, 12, 15 and 16 of Schedule 11 to, the Local Government Finance Act 1988(1) and sections 24 and 113(1) and (2) of the Local Government Finance Act 1992(2), and of all other powers enabling them in that behalf, and after consultation with the Council on Tribunals as required by section 8 of the Tribunals and Inquiries Act 1992(3), hereby make the following Regulations:
