The Secretary of State for Social Security in exercise of the powers conferred upon him by the provisions specified in Schedule 1 to these Regulations, and of all other powers enabling him in that behalf, after consultation with the Council on Tribunals as required by section 8(1) of the Tribunals and Inquiries Act 1992(1)and section 185(8) of the Pension Schemes Act 1993(2), not being required to refer the proposals in respect of these Regulations to the Social Security Advisory Committee or the Occupational Pensions Board because this instrument contains only regulations made consequential upon the Pension Schemes Act 1993 and the Pension Schemes (Northern Ireland) Act 1993(3)and is made before the end of the period of 6 months beginning with the coming into force of those enactments(4), hereby makes the following Regulations—
