Having made such arrangements for consultation on his proposals pursuant to section 242(1) of the Education Act 1993(1)as he considered appropriate, the Secretary of State for Wales in exercise of the powers conferred by sections 4(2)(a) and (b) and 232(5) and (6) of the Education Reform Act 1988(2), hereby makes the following Order:
1. This Order may be cited as the Education (National Curriculum) (Attainment Targets and Programmes of Study in Geography) (Wales) (Amendment) Order 1994 and shall come into force on 1st August 1994.
2. The Education (National Curriculum) (Attainment Targets and Programmes of Study in Geography) (Wales) Order 1991(3)is amended as follows.
3. In article 1 of the Order—
(a)in paragraph (1) for “5” there is substituted “4”;
(b)in paragraph (2) the definition of “the Annex to the Document” is omitted;
(c)in that paragraph, in the definition of “the Document”, there is inserted at the end “(except in article 10) as amended in accordance with that article”;
(d)in that paragraph, in the definition of “first, second, third and fourth key stages”, for “, third and fourth” there is substituted “and third” and for “(d)”, “(c)”;
(e)in that paragraph, in the definition of “levels of attainment”, “either” and “or”, as the case may be, in the Annex to the Document are omitted.
4. Article 5 is omitted.
5. In article 6 “either” and “or” in the Annex to the Document are omitted, and there is inserted after “Geography”“at the first, second and third key stages”.
6. Article 7 is amended as follows—
(a)in paragraph (1) for “each key stage” there is substituted “the first, second and third key stages”;
(b)in paragraph (2) there is substituted for “subject to paragraph 3 the”“The”;
(c)paragraph (3) is omitted.
7. Article 8 is amended as follows—
(a)in paragraph (1) for “each key stage” there is substituted “the first, second and third key stages”;
(b)in paragraph (2) there is substituted for “Subject to paragraph (3) the”“The”;
(c)paragraph (3) is omitted.
8. In article 9 the words “either” and “or” in the Annex to the Document are omitted.
9. After article 9, there is inserted the following article—
“10. In the Document the references to Key Stage 4 are omitted in the foreword, contents and title pages; the numbers “8”, “9” and “10” in the first column of the sections headed, respectively, “Attainment Target 1”, “Attainment Target 2”, “Attainment Target 3”, “Attainment Target 4” and “Attainment Target 5”, and the wording in the second and third columns opposite those numbers, are omitted; and the entire section headed “Programmes of Study for Key Stage 4” is omitted.”.
10. In Schedule 1 the words “Fourth key stage” in the first column and the words opposite those words (in the second column) are omitted.
11. In Schedule 2 the words “Fourth key stage” in the first column and the words opposite those words (in the second column) are omitted.

The Education (National Curriculum) (Foundation Subjects at Key Stage 4) Order 1994 (S.I. 1814) amends section 3 of the Education Reform Act 1988 so that, in the case of schools in Wales, Geography is no longer a foundation subject comprised in the National Curriculum in relation to pupils in the fourth key stage. The present Order amends the Education (National Curriculum) (Attainment Targets and Programmes of Study in Geography) (Wales) Order 1991 to reflect that change.
