The Minister of Agriculture, Fisheries and Food, for the purposes of articles 2 and 3 of the following Order, in exercise of the powers conferred on him by section 86(1)(b) of the Port of London Act 1968(1), and with the consent of the Secretary of State for Transport(2), and, on the application of the local fisheries committee for the Kent and Essex Sea Fisheries District, and after consultation with every county council concerned, in exercise of the powers conferred on the Minister by sections 1 and 18(1) of the Sea Fisheries Regulation Act 1966(3), and of all other powers enabling him in that behalf, hereby makes the following Order, a draft of which has lain before Parliament for forty days prior to its being made:
1968 c.XXXII; section 86(3) provides that an Order under section 86 shall be treated as if it were an amending Order made under the Sea Fisheries Regulation Act 1966.
Section 86(1) of the 1968 Act is to be read with the Transfer of Functions (Transport) Order 1981 (S.I. 1981/238), article 2(1).
