Whereas a draft of these Rules has been laid before Parliament, a period of forty days (reckoned in accordance with section 7(1) of the Statutory Instruments Act 1946(1)) has expired and within that period neither House has resolved that the Rules be not made:

Now, therefore, the Secretary of State, in exercise of the powers conferred upon him by section 16(3) of the Criminal Justice Act 1982(2), hereby makes the following Rules:
