The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred upon them by sections 26(5), 118(3), 118A(7), 119(7), 119A(10), 120(3A) of, and paragraph 1(3)(b)(iv) of Schedule 6 to, the Highways Act 1980(), sections 53(6), 54(1) and paragraph 3(2)(b)(iv) of Schedule 15 to the Wildlife and Countryside Act 1981() and sections 259(4), 333 and paragraphs 1(2)(b)(v) and 7 of Schedule 14 to the Town and Country Planning Act 1990() and of all other powers enabling them in that behalf, hereby make the following Regulations:
