The Secretary of State for Wales, in exercise of the powers conferred upon him by section 9(2) and (3) of the Home Energy Conservation Act 1995(1) and of all other powers enabling him in that behalf, hereby makes the following Order—
1. This Order may be cited as the Home Energy Conservation Act 1995 (Commencement No. 4) (Wales) Order 1996.
2.—(1) Subject to paragraph (2), the Home Energy Conservation Act 1995 shall come into force on 1st April 1997.
(2) Sections 3(1) and 4(1) and (2) of that Act shall come into force on 10th January 1997.
3. This Order shall apply in relation only to energy conservation authorities whose areas are in Wales.

Article 2 of this Order brings into force in Wales the following provisions of the Home Energy Conservation Act 1995—
on 10th January 1997, sections 3(1) and 4(1) and (2), and
on 1st April 1997, the remainder of the Act.
As regards Wales, there remain no further provisions of the Act to be brought into force.
The following provisions of the Act are brought into force by commencement order made before the date of this Order.
