These Regulations amend the existing powers of the Secretary of State under the Scheme established by the European Communities (Iron and Steel Employees Re-adaptation Benefits Scheme) (No. 2) Regulations 1988 (“the 1988 Regulations”), as continued in force by the European Communities (Iron and Steel Employees Re-adaptation Benefits Scheme) (No. 2) (Scheme Termination) Regulations 1994, by establishing a Supplemental Scheme to replace weekly payments under the 1988 Regulations by a lump sum payment to steel employees who are made redundant on or after 1 April 1996. The alternative pension option for redundant employees who are men aged 55 and over and women aged 50 and over in regulation 6 of the 1988 Regulations is retained.
