The Secretary of State, in exercise of the powers conferred upon him by sections 17 and 26 of the Local Government Act 1992(1) and of all powers enabling him in that behalf, hereby makes the following Order—

1992 c. 19 and see regulation 3 of the Local Government Changes (Rent Act) Regulations 1995 (S.I. 1995/2451).
