The Secretary of State, in exercise of the powers conferred upon him by section 71(2) of the Criminal Justice and Court Services Act 2000(1) and all other powers enabling him in that behalf and after consulting Scottish Ministers in accordance with section 71(3) of that Act, hereby makes the following Regulations:
