In exercise of the powers conferred on the Secretary of State by sections 20(2), 21(1) and (2) and 89(4) of, and Schedule 4 to, the Further and Higher Education Act 1992(1), the Secretary of State for Education and Skills hereby makes the following Regulations:
1992 c. 13; Schedule 4 was amended by paragraph 44 of Schedule 9 to the Learning and Skills Act 2000 (c. 21); see section 61(1) for the meaning of “regulations”.
