The Secretary of State, in exercise of the powers conferred upon him by sections 23(2)(a) and (f),(5) and (9), 23A(3), 25(2) and (7), 26(1),(2),(5) and (6), 51(4), 59(2) to (5) and 104(4) of, and paragraphs 12 to 14 of Schedule 2, paragraph 4(1)(a) of Schedule 4, paragraph 7(1)(a) of Schedule 5, and paragraphs 10(1)(a) and (2)(l) of Schedule 6 to, the Children Act 1989(1), and section 119(1) of the Care Standards Act 2000(2) and of all other powers enabling him in that behalf, hereby makes the following Regulations—
1989 c. 41. These powers are exercisable by the Secretary of State in relation to England. Their exercise in relation to Wales has been transferred to the National Assembly for Wales. See article 2 of, and the entry for the Children Act 1989 in Schedule 1 to, the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672).
2000 c. 14. The power is exercisable by the appropriate Minister, who is defined in section 121(1) of the Care Standards Act in relation to England, Scotland and Northern Ireland, as the Secretary of State, and in relation to Wales, as the National Assembly for Wales.—
