The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred on him by sections 39(5) and 105 of, and paragraph 6 of Schedule 1 to, the Local Government Act 2000(1), hereby makes the following Regulations:

2000 c. 22. For the application of sections 39 and 105 and paragraph 6 of Schedule 1 to Wales, see section 106 of the Local Government Act 2000.
