The Commissioners of Inland Revenue, in exercise of the powers conferred upon them by sections 5(1)(a) and (2)(a) and (g) and 189 of the Social Security Administration Act 1992(1), sections 5(1)(a) and (2)(a) and (g) and 165 of the Social Security Administration (Northern Ireland) Act 1992(2) and section 50(1) and (2)(b) and (d) of the Tax Credits Act 2002(3), hereby make the following Regulations:
1. These Regulations may be cited as the Child Benefit and Guardian’s Allowance (Administration) (Amendment No. 2) Regulations 2003 and shall come into force on 18th August 2003.
2. The Child Benefit and Guardian’s Allowance (Administration) (Amendment) Regulations 2003(4) are hereby revoked.

These Regulations are being made in consequence of a procedural error in the making of S.I. 2003 No. 1945 (which are being revoked before they come into force, and replaced with Regulations which are identical to them save the dates of making, laying and coming into force).
1992 c. 5; section 189 was relevantly amended by paragraph 57 of Schedule 3 to the Social Security Contributions (Transfer of Functions, etc.) Act 1999 (c. 2), by virtue of S.I. 1999/527.
1992 c. 8; section 165 was relevantly amended by paragraph 49(2) of Schedule 3 to the Social Security Contributions (Transfer of Functions, etc.) (Northern Ireland) Order 1999 (S.I. 1999/671).
