The A120 Trunk Road (Stansted to Marks Tey) Order 2005

The Secretary of State for Transport makes this Order in exercise of powers conferred by section 10 of the Highways Act 1980(1) and now vested in him(2), and of all other powers enabling him in that behalf:

1.  This Order may be cited as the A120 Trunk Road (Stansted to Marks Tey) Order 2005 and shall come into force on 7th March 2005.

2.  In this Order—

(1) all measurements of distance are measured along the route of the relevant highway;

(2) (i) “the main road” means the length of highway described in Schedule 1 to this Order;

(ii)“the plan” means the plan numbered HA10/MP/019 marked “The A120 Trunk Road (Stansted to Marks Tey) Order 2005”, signed by authority of the Secretary of State for Transport and deposited at ODPM-DfT Records Management Branch, Floor 13 (IMD), Ashdown House, St Leonards on Sea, Hastings, East Sussex TN37 7GA;

(iii)“the link road, slip roads and roundabouts” means the lengths of highways described in Schedule 2 to this Order which connect the main road with other highways at the places stated in that Schedule; and

(iv)“the new link roads and slip roads” means the new highways which the Secretary of State proposes to construct along the routes described in Schedule 3 to this Order which connect the main road with other highways at the places stated in that Schedule.

3.  The main road, the link road, slip roads and roundabouts and the new link roads and slip roads shall become trunk roads from the date when this Order comes into force.

4.  The centre line of each of the trunk roads is indicated by a heavy black line on the plan.

5.  The Secretary of State directs as respects any part of a highway which crosses the route of any of the new link roads or slip roads that—

(a)where the highway is maintainable at the public expense by a local highway authority, the part in question shall be maintained by that authority, and

(b)where the highway is not so maintainable and is not maintainable under a special enactment or by reason of tenure, enclosure or prescription, the Secretary of State shall be under no duty to maintain the part in question,

until, in either case, a date to be specified in a notice given by the Secretary of State to the highway authority for that highway. The date specified will not be later than the date on which the relevant route is opened for traffic.

SCHEDULE 1LENGTH OF THE MAIN A120 BECOMING A TRUNK ROAD

The length of the main Al20 becoming a trunk road is about 43.75 kilometres in length, from a point about 240 metres east of the eastern edge of the Priory Wood Roundabout at Birchanger to the Prince of Wales Roundabout at Marks Tey in the County of Essex.

SCHEDULE 2THE LINK ROAD, SLIP ROADS AND ROUNDABOUTS BECOMING TRUNK ROADS

The link road, slip roads and roundabouts becoming trunk roads are:

(1) Junction at the Priory Wood Roundabout

(a)The link road from the M11 Junction 8 Roundabout to the Priory Wood Roundabout at Birchanger, Essex (given the number 1 on the plan),

(b)The Priory Wood Roundabout at Birchanger, Essex (given the number 2 on the plan),

(c)The slip road from the Priory Wood Roundabout to the eastbound carriageway of the main road at Birchanger, Essex (given the number 3 on the plan), and

(d)The slip road from the westbound carriageway of the main road to the Priory Wood Roundabout at Birchanger, Essex (given the number 4 on the plan);

(2) Stansted Airport

(a)The slip road from the westbound carriageway of the main road to a new link road which the Secretary of State proposes to construct at Takely, Essex (given the number 7 on the plan), and

(b)The slip road from a new link road which the Secretary of State proposes to construct to the eastbound carriageway of the main road at Takely, Essex (given the number 8 on the plan);

(3) Junction with Stortford Road at Dunmow West

  • Four slip roads connecting the main road with Stortford Road at Little Canfield and Great Dunmow, Essex (given the numbers 10, 11, 12 and 13 on the plan);

(4) Junction with A130 at Dunmow South

  • Four slip roads connecting the main road with the A130 at Great Dunmow, Essex (given the numbers 14, 15, 16 and 17 on the plan);

(5) Blake End Interchange

(a)The slip road from the westbound carriageway of the main road to the Blake End Interchange at Felstead, Essex (given the number 18 on the plan), and

(b)The slip road from the Blake End Interchange to the eastbound carriageway of the main road at Rayne, Essex (given the number 19 on the plan);

(6) Panners Interchange at Braintree

  • Four slip roads connecting the main road with the Panners Interchange at Braintree, Essex (given the numbers 20, 21, 22 and 23 on the plan);

(7) London Road Interchange at Braintree

(a)The slip road from the westbound carriageway of the main road to the London Road Interchange at Braintree, Essex (given the number 24 on the plan), and

(b)The slip road from the London Road Interchange to the eastbound carriageway of the main road at Braintree, Essex (given the number 25 on the plan);

(8) Galleys Roundabout

  • The Galleys Roundabout at Cressing, Essex (given the number 26 on the plan);

(9) Marks Farm Roundabout

  • The Marks Farm Roundabout at Braintree, Essex (given the number 27 on the plan);

(10) Marks Tey Roundabout

  • The Marks Tey Roundabout at Marks Tey, Essex (given the number 28 on the plan); and

(11) Prince of Wales Roundabout

  • The Prince of Wales Roundabout at Marks Tey, Essex (given the number 29 on the plan).

SCHEDULE 3ROUTES OF THE NEW LINK ROADS AND SLIP ROADS

The routes of the new link roads and slip roads are:

(1) Junction at the Bassingbourn Roundabout

(a)A route from a point about 356 metres from the western edge of the Bassingbourn Roundabout to the westbound carriageway of the main road at Takely, Essex (the slip road along this route being given the number 5 on the plan), and

(b)A route from the eastbound carriageway of the main road to a point about 580 metres from the western edge of the Bassingbourn Roundabout at Takely, Essex (the slip road along this route being given the number 6 on the plan); and

(2) Stansted Airport

(a)A route from the slip road numbered 7 on the plan to the mid-stay car park roundabout at London Stansted Airport including the link from the slip road numbered 7 on the plan to the southern roundabout (given the number 33 on the plan), the southern roundabout (given the number 31 on the plan) and the north-south overbridge (given the number 30 on the plan) at Takely, Essex,

(b)A route from the mid-stay car park roundabout at London Stansted Airport to the slip road numbered 8 on the plan at Takely, Essex (the link road along this route being given the number 32 on the plan), and

(c)A route from the new roundabout numbered 31 on the plan to BAA’s balancing pond at Takely, Essex (this route being given the number 9 on the plan).
