The Secretary of State for Education and Skills and the National Assembly for Wales, acting jointly, in exercise of powers conferred by sections 9(1)(a) and 140(7) and (8) of the Adoption and Children Act 2002(1), make the following Regulations:–
2002 c. 38. These powers are exercisable by the appropriate Minister who is defined in section 144(1) of the Adoption and Children Act 2002, in relation to England as the Secretary of State, in relation to Wales as the National Assembly for Wales and in relation to England and Wales as the Secretary of State and the National Assembly for Wales acting jointly.
