The Secretary of State for Education and Skills, being the appropriate national authority under section 12(6) of the Tax Credits Act 2002(1) and in exercise of the powers conferred on the Secretary of State by sections 12(5), (7) and (8) and 65(9) of that Act, and after consultation with the Council of Tribunals in accordance with section 8(1) of the Tribunals and Inquiries Act 1992(2), hereby makes the following Scheme:
