The Secretary of State, in exercise of the powers conferred by section 39(5) of the Identity Cards Act 2006(1), makes the following Order.
1.—(1) This Order may be cited as the Vehicles Regulations (Amendment) Order 2010 and shall come into force on 27th April 2010.
(2) An amendment contained in this Order has the same extent as the instrument or relevant part of the instrument to which the amendment relates.
2. The Motor Vehicles (Driving Licences) Regulations 1999(2) are amended by inserting, in regulation 38(6)(a), after “a valid passport”—
“or a valid identity card issued under the Identity Cards Act 2006(3)”.
3. The Motor Cars (Driving Instruction) Regulations 2005(4) are amended by —
(a)inserting, in regulation 4(2)(b), after “a current passport” —
“or a valid identity card issued under the Identity Cards Act 2006(5)”; and by
(b)inserting, in regulation 4(4)(b)(i), after “passport”, “or a valid identity card issued under the Identity Cards Act 2006”.
4. The Vehicle Drivers (Certificates of Professional Competence) Regulations 2007(6) are amended by inserting in Regulation 5A(3), after “passport”, “or a valid identity card issued under the Identity Cards Act 2006(7)”.
5. The Vehicles Crime (Registration of Registration Plate Suppliers) Regulations 2008(8) are amended by replacing, in paragraph 2(c) of the Schedule, the words “issued by the government of a state or of a territory other than the United Kingdom” with “(whether or not issued in the United Kingdom)(9)”.

This order amends four sets of Regulations to allow a United Kingdom identity card, issued under the Identity Cards Act 2006, to be used as an alternative to a passport in order to prove identity. The four sets of Regulations that are being amended cover (a) licence acquisition theory and practical driving tests (b) qualifying tests undertaken by driving instructors (c) initial qualification tests and periodic training undertaken by professional lorry and bus drivers to obtain or maintain their driver Certificate of Professional Competence and (d) the purchase of vehicle registration plates. In each of these cases a valid identity card will be accepted as proof of identity.
S.I. 2005/1902. Regulations 4(2)(b) and 4(4)(b) were substituted by the Motor Cars (Driving Instruction)(Amendment) Regulations 2006 (S.I. 2006/525)
S.I. 2007/605. Regulation 5A was inserted by Regulation 7 of the Vehicle Drivers (Certificates of Professional Competence) (Amendment) (No.2) Regulations 2008/1965
