The Secretary of State makes the following Regulations in exercise of the powers conferred by section 34(1) of the Tenant Fees Act 2019(1).
1. These Regulations may be cited as the Tenant Fees Act 2019 (Commencement No. 2) Regulations 2019.
2. The following provisions come into force on 1st April 2019—
(a)section 21(1) and (3);
(b)section 23.

These Regulations commence sections 21(1), (3) and 23 of the Tenant Fees Act 2019 (c.4) (“the Act”) and the provisions will come into force on 1st April 2019.
Section 21(1) and (3) of the Act relates to enforcement of client money protection schemes for property agents and amends the Housing and Planning Act 2016 (c. 22). This adjusts the regime for enforcement of client money protection so that they are enforced by the local weights and measures authority.
Section 23 of the Act relates to the requirement upon landlords to belong to a client money protection scheme. This section amends the Client Money Protection Schemes for Property Agents (Requirement to Belong to a Scheme etc.) Regulations 2019 (S.I. 2019/386) which also come into force on 1st April 2019.
