The Secretary of State makes these Regulations in exercise of the powers conferred by Articles 17(1), 23, 27(1), 31(1), 36(1), 39(1), 43(1), 44(1), 57(d), 62(14) and 127(3) of Regulation (EU) 2018/1139 of the European Parliament and of the Council of 4 July 2018 on common rules in the field of civil aviation(1).
