The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984(1).

Citation, commencement and interpretation

1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) Regulations 2021 and come into force at 4.00 a.m. on 9th January 2021.

(2) In these Regulations, “the International Travel Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020(2).

Amendment of the International Travel Regulations

2.—(1) The International Travel Regulations are amended as follows.

(2) In regulation 4(13), omit sub-paragraphs (cd) and (ce) (persons carrying out specified poultry processing activities).

(3) In Part 1 of Schedule A1 (exempt countries and territories) omit the entries for “Botswana”, “Israel”, “Jerusalem”, “Mauritius” and “Seychelles”.

(4) In Schedule B1 (countries and territories subject to additional measures) insert entries for “Angola”, “Botswana”, “Eswatini”, “Lesotho”, “Malawi”, “Mauritius”, “Mozambique”, “Namibia”, “Seychelles”, “Zambia” and “Zimbabwe” at the appropriate places.

(5) In Schedule 2 (persons not required to comply with regulation 3 and regulation 4), omit paragraph 42.

(6) In Schedule 3 (specified events)—

(a)omit the following entries—

(i)“ATP Tour Finals tennis”

(ii)“Becher Chase horse-racing”

(iii)“Cheltenham New Year’s Day meeting horse-racing”

(iv)“Coral Welsh Grand National horse-racing”

(v)“European Mixed Team Badminton Championships – Group 1 Qualifying Event”

(vi)“King George VI meeting horse-racing”

(vii)“Ladbrokes Trophy meeting horse-racing”

(viii)“Lancashire Chase horse-racing”

(ix)“Long Walk Hurdle horse-racing”

(x)“Matchroom – Partypoker Mosconi Cup Pool Tournament”

(xi)“Matchroom – World Championship of Ping Pong”

(xii)“Professional Darts Corporation – Boylesports Grand Slam of Darts”

(xiii)“The International meeting (Cheltenham) horse-racing”

(xiv)“World Snooker Tour - Northern Ireland Open”

(xv)“World Snooker Tour - Scottish Open”

(xvi)“World Snooker Tour - UK Championships”

(xvii)“World Snooker Tour - World Grand Prix”;

(b)at the end insert—

Transition and saving provision

3.  In relation to any person who arrived in England on or after 10th July 2020 but before 4.00 a.m. on 9th January 2021, or any person residing with such a person, the International Travel Regulations apply as if the amendments made by regulation 2 had not been made.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) (“the International Travel Regulations”) to remove Botswana, Israel, Jerusalem, Mauritius and the Seychelles from the list of exempt countries and territories in Schedule A1 to the International Travel Regulations, from which passengers arriving in England are not required to self-isolate. The changes to Schedule A1 will not affect passengers who arrive in England before 4.00 a.m. on 9th January 2020.

In addition, enhanced measures have been implemented for passengers arriving from certain countries by way of additions to Schedule B1. These countries are Angola, Botswana, Eswatini, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Seychelles, Zambia and Zimbabwe. The changes–

(a)remove exemptions from the requirement to self-isolate and the requirement to complete a Passenger Locator Form for people who have arrived in England from these countries or who have arrived in England from elsewhere and, during the 10 days preceding their arrival in England, have been in or transited through them;

(b)exclude arrivals from these countries and members of their household from the “Test to Release” regime;

(c)require people residing with arrivals from these countries to self-isolate.

The poultry processing workers exemption has also been removed following the end of the seasonal period. Certain events have been added and also removed following their completion from the list of specified competitions at Schedule 3.
