The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984(1).
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel and Information for Passengers) (England) (Amendment) (No. 2) Regulations 2021 and come into force at 4.00 a.m. on 10th April 2021.
(2) These Regulations extend to England and Wales and apply in relation to England only.
2.—(1) The Health Protection (Coronavirus, International Travel) (England) Regulations 2020(2) are amended as follows.
(2) In Schedule 3 (specified competitions)—
(a)omit the following entries—
(i)“Yonex All England Open Badminton Championships”;
(ii)“GB Taekwondo Fight Night I – International Taekwondo, Para Taekwondo and Karate Event”;
(iii)“British Swimming International Meet”;
(iv)“Imperial Cup meeting horse-racing”;
(v)“Lincoln Handicap meeting horse-racing”;
(vi)“Midlands National meeting horse-racing”;
(vii)“Para Powerlifting World Cup”;
(viii)“The Festival at Cheltenham horse-racing”;
(ix)“World Snooker Tour - Gibraltar Open”;
(x)“Cage Warriors 120”;
(xi)“Super League Triathlon Arena Games London”;
(xii)“British Wrestling - Home Nations Invitational Tournament”;
(xiii)“LTA Loughborough Indoor Wheelchair Tennis Tournament”;
(xiv)“Cage Warriors 121”;
(xv)“Badminton Horse Trials”;
(xvi)“Bolesworth International Horse Show”;
(b)at the end insert—

3.—(1) The Health Protection (Coronavirus, Public Health Information for International Passengers) (England) Regulations 2020(3) are amended as follows.
(2) In the Schedule (specified information for the purposes of regulation 4), in Part 3, for “return home” substitute “leave the area”.
4. In relation to any booking made before the coming into force of these Regulations, the requirement in regulation 3(2A) of the Health Protection (Coronavirus, Public Health Information for International Passengers) (England) Regulations 2020 (“the outbound information requirement”) is to be regarded as complied with even if the information provided to passengers does not include the information required by the amendment made by regulation 3.

These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 to add upcoming events, and remove finished events, from the list of specified competitions in Schedule 3 to those Regulations. That list is relevant to the exemption for sportspersons from self-isolation.
An amendment is also made to the Health Protection (Coronavirus, Public Health Information for International Passengers) (England) Regulations 2020 to modify the information required to be provided, by operators, to passengers departing England. This change reflects that, following the introduction of the Health Protection (Coronavirus, Restrictions) (Steps) (England) Regulations 2021 and removal of the ‘Stay at Home’ requirement, a person may no longer be directed to return to the place where they are living but may still be directed to leave an embarkation point.
