The Secretary of State makes these Regulations in exercise of the powers conferred by sections 2(2)(d) and 57(1), (6), (7)(a) and (8) of the Goods Vehicles (Licensing of Operators) Act 1995 (“the 1995 Act”)(1) and sections 1(1) and (3), 2(2)(c) and 25(1)(b) of the Haulage Permits and Trailer Registration Act 2018 (“the 2018 Act”)(2).
In accordance with section 57(12) of the 1995 Act, the Secretary of State has consulted with such representative organisations as the Secretary of State thinks fit.
In accordance with section 23(1) of the 2018 Act, the Secretary of State has consulted with such persons as the Secretary of State thinks fit.
