The National Assembly for Wales makes the following Regulations in exercise of the powers given to the Secretary of State by sections 140(4), 143(1) and (2) of, and paragraphs 4, 5 and 6 of Schedule 8 to the Local Government Finance Act 1988(1), which are now vested in it so far as exercisable in Wales(2):
1.—(1) These Regulations may be cited as the Non-Domestic Rating Contributions (Wales) (Amendment) Regulations 1999 and shall come into force on 31st December 1999.
(2) In these Regulations “the 1992 Regulations” means the Non-Domestic Rating Contributions (Wales) Regulations 1992(3).
2. In relation to financial years beginning on or after 1st April 2000, Schedules 1, 2 and 4 to the 1992 Regulations are amended as follows:—
(a)in paragraph 4(1) of Schedule 1, for the formula “(A × £39.50) + (B × 0.00087)” there is substituted the formula “(A × £39.90) + (B × 0.00078)”;
(b)in paragraph 2(12) of Schedule 2 for “0.999” there is substituted “1.005”;
(c)for Schedule 4 to the 1992 Regulations there is substituted the Schedule set out in the Schedule to these Regulations.

Under Part II of Schedule 8 to the Local Government Finance Act 1988 billing authorities in Wales are required to pay amounts (called non-domestic rating contributions) to the National Assembly for Wales and rules for the calculation of those contributions are contained in the Non-Domestic Rating Contributions (Wales) Regulations 1992.
These Regulations amend those rules by substituting a new formula in paragraph 4(1) of Schedule 1 (deductions from gross amount), a new multiplier in paragraph 2(12) of Schedule 2 (assumptions as to gross amount) and a new Schedule 4 (adult population figures).
