Mae'r Rheoliadau hyn yn diwygio ymhellach Reoliadau'r Gwasanaeth Iechyd Gwladol (Ffioedd a Thaliadau Optegol) 1997 (“y prif Reoliadau”), sy'n darparu cynllun ar gyfer taliadau i'w gwneud gan Awdurdodau Iechyd ac Ymddiriedolaethau Gwasanaeth lechyd Gwladol, drwy system dalebau, tuag at y costau a dynnwyd gan gategorïau penodol o bobl mewn cysylltiad â phrofion golwg a chyflenwi, ailosod a thrwsio teclynnau optegol.
Mae Rheoliad 2 yn diwygio'r diffiniad o “NHS sight test fee” yn rheoliad 1(2) o'r prif Reoliadau i adlewyrchu gwerthoedd y ddwy lefel o ffioedd am brofioon golwg y Gwasanaeth lechyd Gwladol sy'n daladwy i ymarferwyr meddygol offthalmig ac optegwyr pan ddaw'r rheoliadau hyn i rym. Mae'r symiau hyn yn berthnasol i benderfynu cymhwyster i gael taleb at gostau prawf golwg, a phenderfynu ei gwerth adbrynu.
Mae Rheoliad 3 yn diwygio rheoliad 15 o'r prif Reoliadau i gynnwys pobl ifanc 16 i 18 oed, sy'n cael addysg amser-llawn, yng nghategorïau cleifion a all fod yn gymwys i gael taliadau ar gyfer trwsio neu ailosod teclynnau optegol.
Mae Rheoliad 4 yn diwygio rheoliad 19 o'r prif Reoliadau (gwerth adbrynu taleb ar gyfer ailosod neu drwsio) i gynyddu gwerth taleb optegol a roddir tuag at y gost o ailosod lens gyffwrdd unigol, ac i gynyddu mwyafswm y cyfraniad drwy daleb at gost trwsio ffrâm sbectol.
Mae Rheoliad 5(1) yn diwygio Atodlen 1 i'r prif Reoliadau i gynyddu gwerth y talebau a roddir tuag at y gost o gyflenwi ac ailosod sbectol a lensys cyffwrdd.
Mae Rheoliad 5(2) yn diwygio Atodlen 2 i'r prif Reoliadau i gynyddu gwerthoedd ychwanegol y talebau ar gyfer prismau, arlliwiau, lensys ffotocromaidd a theclynnau mewn categorïau arbennig.
Mae Rheoliad 5(3) a'r Atodlen yn amnewid Atodlen 3 newydd i'r prif Reoliadau i gynyddu gwerth y talebau a roddir tuag at y gost o drwsio ac ailosod teclynnau optegol.
Tua 2.0%, ar gyfartaledd, yw graddfa'r cynnydd.
